The Jammu Kashmir Human Rights Observatory (JKHRO) has added 11 names to its register of reported deaths connected with events in Pakistan-administered Jammu and Kashmir. The updated list records 101 people by name. JKHRO calls on the authorities to make medical and official records available to independent investigators so that families can establish how their relatives died and who, if anyone, bears responsibility.

The register, updated at 13:00 GMT on 6 November, gives each person’s name, residence, reported date of death and location. JKHRO’s Human Rights Situation Report 04 and its addendum together listed 87 names. Three further cases brought the total to 90 on 4 October. The latest update adds eight deaths reported in October and three in November. Each entry records a reported death. Establishing the circumstances, lawfulness and responsibility in each case requires individual investigation.

Rawalakot accounts for the largest number of entries on a single day. The register names 27 people reported to have died there on 27 July. It also records deaths that occurred weeks or months after the reported injury. One such entry concerns Kabir Sahib of Sadiqabad, Thorar, who was reportedly injured outside CMH Rawalakot on 7 June and died on 9 October.

The October additions include Shayan Azhar, aged eight, whose death was reported in Pandi Topi, District Bagh, on 25 October. The register names four people reported to have died in Chitra, Pandi, on 29 October: Haris Shakhtar, 13, Malaika Shakhtar, 14, Naseeba Begum, 75, and Shazia Begum, 40. The final three entries record the deaths of Ehtisham Younas, Atif Jarjis and Adil Rashid in Rawalakot on 5 November.

JKHRO also draws attention to the families of Shahzaib Habib, Fahad Barkat and Usman Sabir. The register records reports that police withheld their bodies after their deaths in June. JKHRO calls on the authorities to give each family a written account of what happened to their relative’s remains and to arrange their immediate return wherever this is still outstanding.

JKHRO urges the authorities in Pakistan-administered Jammu and Kashmir and the relevant federal authorities to preserve hospital and ambulance registers, post-mortem reports and operational records. Investigators must be independent of any unit whose conduct is under examination. Families should be able to give evidence safely, receive the findings concerning their relative and obtain an effective remedy wherever an investigation establishes wrongdoing.

Correction to Report No. 5
Ch Usman, son of Mangi Khan, listed at entry 90, was a resident of Merogala, Union Council Kathar, Dadyal, District Mirpur. Report No. 5 incorrectly gave his residence as Sorakhi, Dadyal. The updated register records his reported place of death as Dangali, Mirpur, on 4 October 2026.
